Terms of Service

1.    When the user finishes filling in all the content and information on the order form on the web page of HelloChina.COM and submits it that shows the user has come to an agreement with Guangzhou Luocheng Network Science & Technology Co., Ltd. (Hereinafter called “the company”) and accepted all the relative service protocol and rules of the company, at the same time, all the parties show in the order form must abide this agreement strictly.

2.    Service Target

        a)    The registered user of HelloChina.COM is called “the service demander” if he wants to look for his favorite serving personnel such as dragoman, interpreter or translator, commerce assistant from the service industry; or wants to issue information for his demand via HelloChina.COM.

        b)    The registered user of HelloChina.COM is called “the service provider” if he wants to release service-providing information about the service industry such as dragoman, interpreter or translator, commerce assistant etc. via HelloChina.COM; or wants to connect with the potential service demander via HelloChina.COM.

        c)    As a network platform, the full name of HelloChina.COM is called“HelloChina.COM”，which is independently operated by the company. The company will not provide the real operation such as dragoman, interpreter or translator, commerce assistant etc.，and only to provide the registered user with a dealing platform and to act as a middleman in the relevant dealing process, and apply itself to improving the impartiality of the dealing.

3.    Rule of Dealing

        a)    When the service demander hits the “advance booking the service” on this web site and fills in the order form, then to submit it. The service demander shall guarantee that the content of the order form he has submitted is true, lawful, effective, and does not violate the provisions of national law & statue, and the public morality & interest as well. The service provider shall make sure that he can offer the required service according to the order form and to provide the service with good quality on time. Then the service provider accepts the order form, which is demonstrates that the both parties has to come to the dealing agreement.

        b)    Before payment, either of the dealing parties should not tell any of its contacting information to the opposite party, or the parties should take the responsibility for the dispute because of this. The dealing parties should put their respective ways of contacting on the web, and the ways of contacting will be revealed to them when payment is finished.

        c)    The service demander should remit the corresponding the fund of the order form to the account of Safe Pay on the web when he obtains the service he needs by the system information on the web and accepts the service order issued by the service provider. (more information about the Safe Pay account, please read the Safe Pay service agreement issued on this website carefully).If the service demander does not remit the payment timely into the bank account of Safe Pay on HelloChina.COM according to the stipulations of the Safe Pay service agreement, then, company will deem the service demander abandon the chance to dealing.

        d)    After the service dealing agreement comes to effect, the dealing parties shall strictly observe terms in the order form and perform their respective obligations according to the terms on it. During the execution of the service, the service demander shall pay 50% of the payment to service provider if it is found that the information on the order form is false or the service order is cancelled out of the service demander’s reason. If the service provider fails to offer the service as scheduled or his offered service does not meet the lowest requirement on the order, then the service demander may complain this to the web site and need not to pay any payment to the service provider, and all the advance payment for service will be handed back to service demander via Safe Pay.（about procedure to refund, please read the Safe Pay service agreement issued on this website carefully),but the“information service fee”in the 4. a）of the dealing agreement will not be refunded. The service demander may authorize the web site according to the relevant provisions of existing law to complain against the service provider for all the loss consequently, and hand back the compensation to the service demander. 

        e)    As a network service platform, HelloChina.com does not participate in the real business dealing and takes no liability caused by any dealing dispute. However, company will provide the relevant material and information about the dealing parties for the settlement of the dealing dispute according to the provisions of the service agreement if necessary. In order to quicken the settlement of dealing dispute, company will like to act as a coordinator between the disputing parties and make them negotiate with each other on equal footing. Meanwhile, company will also try to afford other channel or remedy scheme to cause the success of the dealing and help actualize their interest so as to maintain the dealing order & credit standing of the network.

        f)    Once the dealing dispute occurs, each of the both parties shall have the obligation to inform the HelloChina.COM the dispute, and company will have the right to work out the disposal on the breached party when company finds out the truth，the disposal does not limit to announcing his credit on HelloChina.COM, company will refuse him to use HelloChina.COM again if the effect caused by the breached party is grave.

        g)    Before service begins, the service provider must download the “service affirm order” from the web site and asks the service demander to sign his name on it when the service is finished which shows that the service is actualized on schedule.

        h)    When the service ends, both of dealing parties must return to the HelloChina.COM website to affirm the ending of the service. The service demander shall affirm the payment，if he does not affirm it within 7 days(according to the ending date of the service on the service order ), then the HelloChina.COM will deem that the service has finished and transfer the payment to the service provider.

        i)    The service demander and the service provider may evaluate the credit of them for each other. The result of evaluation will affect directly each own integrity and reputation on the HelloChina.COM platform.

4.    About the Charge

        a)    HelloChina.COM will charge any user for the “information platform ” free when he uses the network service platform. For the moment, with the view of company’s developing strategy, we only charge 10% of the fee for using “information platform” from the “service demander” when the dealing is made. (about the way to pay the fee refer to the regulation of the using fee payment which issues on HelloChina.COM website additionally), company have the right to set down and adjust the using fee.

        b)    You (the user) should bear the any tax by himself which occurs in the dealing, or when he obtains the paid service from company, or when he contacts the company server; and fee which occurs in using hardware, software, communication, or in other aspects.

        c)    Before company charges the user for the “information service fee”, company keeps the right to alter or cease part or the whole of “service information” temporarily or enduringly without need of sending out the written notice and only to keep it notified on HelloChina.COM .

5.    Dispute and jurisdiction

Any interpretation or application of the terms in this dealing agreement, and any dispute which is related with the terms of this dealing agreement shall be dealt with in accordance with the relevant law of the People’s Republic of China and the people’s court of Tianhe district, Guangzhou，Guangdong Province will be the jurisdiction court for first instance.

This dealing agreement as one of the accessories to the “service protocol” has the equal legal effect as the “service protocol”. Once you(user) have accepted the terms in this dealing agreement, it shows that you(user) will also accept the revision of the dealing agreement and a series of newly issued rules or protocols out of the company’s own need when necessary（the newly revised or issued rules & terms will be publicized by the company at the right time）, or you(user) will have to cease using all the service provided by HelloChina.COM.
